Payment services

You offer information on payment services regulated by the Royal Decree-Law 19/2018, of 23 November, of payment services and other urgent measures in financial matter.

PSD2 is an European directive that regulates the on the market internal payment services. The new regulation entails fundamental changes in the industry, among others, supposes that the fee-paying companies have access to services of fee-paying accounts of credit institutions of objective way, not discriminatory and well-proportioned. The above-mentioned access owes be broad enough as to allow that the fee-paying companies provide payment services without obstacles and with efficiency. This supposes that the Banks must allow to third parties payment services suppliers (TPP) the access to its infrastructure with the object of initiating payments in the name of the clients or provide them an information service of accounts (previous authorisation of the account holder). BBVA is one of the first credit institutions that is offering a platform and its services via APIs to make available following services:

  • Fee-paying initiation service, that allows to the fee-paying company initiate a payment order, at the request of the user of the payment service, with regard to a fee-paying open account in BBVA.
  • Information service on accounts, whose aim consists of provide appended information on one or more fee-paying accounts which is holder the user of the good payment service in BBVA, or in BBVA and other payment service suppliers.
  • Confirmation of funds. BBVA, previous application of a supplier of payment services that it issues instruments of payment based on cards, will confirm immediately the availability of funds in the fee-paying account of the payer for the execution of a fee-paying operation based on a card, provided that this has given express consent to BBVA.

In all cases is necessary the consent of clients (companies and individuals) and its previous authentication for the bank, as well as that the accounts are accessible online.

The TPPs must comply with the requirements of record, authorisation and monitoring by indicated statutory authorities in the Act.

  • Technical incidences that they have not been able to settle in the process of set-up.
  • Prevention of the fraud.
